Billion-Dollar Investment Package in Infrastructure

The Brazilian government, through BNDES, approved financing of R$ 4.64 billion for the expansion, modernization, and maintenance of 11 airports managed by Aena, including Congonhas (SP), Campo Grande, Ponta Porã, Corumbá (MS), Santarém, Marabá, Carajás, Altamira (PA), Uberlândia, Uberaba, and Montes Claros (MG). The total investment, summing up debentures and financing, reaches R$ 5.7 billion. The largest allocation will be for Congonhas, with R$ 2 billion earmarked for the construction of a new passenger terminal, which will more than double in size, in addition to the expansion of the aircraft parking area and new boarding bridges.

The deadline for the completion of the works is June 2028 for Congonhas and June 2026 for the other airports. The expectation is to generate over 2,000 direct and indirect jobs during the works and 700 new positions after completion.

Invest + Airports Program and National Modernization

The Invest + Airports Program foresees investments of R$ 10 billion in Brazilian airports in the coming years, with R$ 5.5 billion via the National Civil Aviation Fund (FNAC) and R$ 4.5 billion through the program, focusing on transforming granted terminals into business hubs and regional development. Between 2023 and 2025, 19 projects were approved, including logistics centers, maintenance workshops, and VIP terminals, demonstrating the diversity of initiatives in the sector.

In the first semester of 2025, the airport sector recorded R$ 5.6 billion in investments in expansion works, terminal modernization, construction of new runways, and reinforcement of security infrastructure, distributed among 21 airports.

Regional Highlights and Modernization of Campo de Marte

Campo de Marte airport, in São Paulo, dedicated to executive aviation, began a modernization process that includes improvements in runways, security areas, and the installation of air navigation systems. Avantto inaugurated its first own hangar at the site, with an investment of R$ 6 million, increasing operational capacity and the range of services for shared executive aviation.
